I really don't want to bring many people from the outside unless we are losing... there are the Dark Ones that Nidhogg controls. They may be corrupted but they are only loyal to Nidhogg. Then there is the Light Crystal Dragon's people. Angels and Demons. The local Dragons... and the hidden city people.
