Akane: COC? Don't you mean GoC? Ghosts of Chaos? Jacus explained it something like this: We're a unit meant to go to places to stop problems, we're not good nor evil but meant to keep the peace as an independent unit. I don't think that's exact but...that's atleast what I heard. Basically we're a GC unit sent out to stop problems and help people.
